There's two forms of this bug:
1) You select a country on the map (country X), then click to a second country (country Y). The first country you selected (country X) has a certain % chance of thinking that its actually player controlled instead of AI controlled despite a player having just clicked off of it on to country Y.
2) If another player joins the lobby and decides he wants to play as country X that is now bugged he won't be able to because the AI will basically be "co-oping" on country X. The AI will do things like assign research, divisions to generals, etc.
Why is this a problem? Well I'm playing Germany in an MP game. I go to do Anschluss and the AI neither accepts nor declines the Anschluss leaving me with no choice but to manually justify and invade giving me MEFO bill payments. The same thing can happen with Czechoslovakia and Sudetenland. The "AI" will simply refuse to accept or decline the Sudetenland because its glitched. Or maybe Poland is glitched and refuses to accept or decline Danzig or War. Perhaps China is glitched and refuses to accept or decline the event for the Marco Polo Bridge incident forcing Japan to manually justify.
Just to be clear, the AI bug doesn't happen one in a hundred MP games but rather every game it happens in some form. Sometimes the players notice it in time to fix it (you can fix it by spam clicking on and off the country) and sometimes they don't leading up to the issues I stated above.
These bugs have been around since the release of No Step Back. 11 months is a long time for such an obvious issue to persist without being fixed by the devs but maybe they haven't been made aware of this major issue. I know the devs care about multiplayer and will be making fixing this issue a top priority. Can a moderator or someone respond to this post and tell me if this is an issue that the devs are aware of and will be releasing a patch for in the near future. Perhaps they can patch it along with the upcoming Ethiopia focus tree that releases in a week? Sadly I doubt this will be the case. I will probably need to wait for a few years for the devs to release DLC's for Tannu Tuva and Albania before MP gets fixed.
