Will tech rate still be based on province count?

I found it rather silly how having a large amount of poor provinces in EUIII would kill your tech rate. That would mean that a European power like Sweden would lag behind other European nations, even that's not historically accurate. In fact, weren't some of the larger countries also some of the most technologically advanced, such as China and later England? Going by EUIII rules, England's technological advancement would have slowed down significantly due to her colonies, which I don't believe was ever the case in reality.

...which means, larger nations will be somewhat behind, since they have more things to buy from those same ADM, DIP and MIL points. Or, if they choose so, they will be on par, but then behind in buildings, generals, or the like, related to country size.

I would imagine that being overextended (having non-cored provinces) will increase the tech cost, but otherwise no.

However, if you tons of poor provinces and still have large army and navy, you might have less money to put into advisers.
