Will Republics be able to form Kingdoms?

I know at present, republics either do not, or can not form king-level titles except for Serene Doge of Venice which is republic only. With the new expansion will other republics finally be able to form other kingdom titles? Or will there be some more unique titular kingdoms that the Republics will be able to form?

I am sure that seeing as other AI countries periodically shift their kingdoms to being a republic (give a mayor a titular kingdom) the HRE often does it whenever Pisa or Genoa gets a hold of the throne.

I thought republics could usurp kingdoms or inherit them... guess I haven't seen interesting Republic madness.

The interview said that republics will have their own tiers... so I'm assuming that yes, they'll be able to form kingdom and empire level entities now.

I've seen both England and HRE becoming republics. They also become insanely powerful as a consequence.
