As the title says. Does gene modding the planet preference will actually cost gene modding points in the banks/utopia update? IIRC ATM you just need to have a free gene point and your species will be perfect happy (after gene modding) with the enviroment on every planet without a drawback (the sience costs are very low for that and you dont consume any gene points). No need for terraforming. The only thing preventing me from that is roleplaying.
