I have to say, if Italy didn't join my faction and didn't answer my call to arms, Rome would be on my list right after Paris.

I would slightly modify it- I will love Italy to join the faction ASAP as that will mean a slight increase in production and research for both Italy and Germany (till HOI3 this happened) but not declare WAR.
Stay at near war and mobilise troops and declare war only when all the pieces of the Jigsaw are properly assembled as best as possible i.e. a concentrated effort is ready to either-

a. Withdraw totally and go all out on Yugoslavia and Greece or
b. Attack North Africa with a strong Blitzkrieg (very difficult, but maybe an all out assault well co-ordinated may have succeeded Historically at-least)
(in both cases, withdraw the East African troops and ships and stop the convoys).
