Will Military Stations and oversized Military Stations ever be upgradeable?

I think every station (mining, research, military and oversized military) should be upgradeable at a cost.

Maybe you could get a substantial refund when dismantling them (or have a construction ship ability "recycle station") that you could build a better one in it's place.

I think it would be better this way:
-you can recycle the station for minerals, when you no longer need it
-you can send a construction ship to the station which can upgrade it for a cost
