For most pdox games the UI size is related to the resolution you're playing at. For 2k things are a bit small but passable for anyone with decent eyesight but at 4k most UI in pdox games become way too small to be easily legible even by people with good sight. 8k is straight up a joke but most people haven't had a chance to even see it yet.

Will Imparator: Rome finally start future proofing for the new, much more common higher resolutions?

2k has already become pretty popular among gamers as the new standard resolution and with the current DLC model this game might still be getting updates 5-10 years in the future.

Best to prepare now right?

I think that they said that not enough people play at such resolutions to justify adding support for them

although the real question is wither nobody plays PDOX games at these resolutions because they don't own the hardware or because PDOX does not support them (Chicken and egg)

That's a really weird answer. How hard is it exactly to add support for higher resolutions? Isn't all they have to do is re-scale the interface?

I mean, modders have been adding 4k support for their games for years now...

I am only on a 1080p screen however doesn't the UI scale options that are now in Stellaris & HOI 4 somewhat help this? From trying it out it doesn't seem perfect (increases seem to make the UI a bit blurry) but it probably helps.

A more thorough solution would be nice though!

Their last 2 games Stellaris and HOI4 have had pretty good UI scaling options so I expect IR will as well. Though in the case of Stellaris I don't even need to use the UI scaling since it seems to have some auto-scaling at least for my 3840 × 2160 setup.
