Will I ever get fleet capacity increase before fleet command increase ?

Consistently the increase in fleet command comes up in the tech options way, way, way before increase in fleet capacity comes up. I'm stuck on 20 or 24 fleet capacity with a much higher potential fleet command. This makes no sense unless its a fix to give AI an early advantage ?
