Will I be able to post mods on Steam if I don't purchase the game through Steam?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
You don't need to purchase the game on Steam, but you do need to install and run it through Steam; i.e. you'd need a Steam copy of the game.
Mods are uploaded and updated through the in-game client, so if you're not using Steam then you can't upload to the Workshop.

If it works like older games I run on steam that have steam versions, yes you get access to workshop or at least I do on my Napoleon total war and shogun II physical copies.
There are new ways of uploading and acquiring mods besides steam. Paradox has its own website now.
I guess you wont have the major publicity of steam workshop, but you can always post in on the forums as well.

Indeed I have already pre ordered the game pass outside Steam. It seems I have to spend some more money to have the capability of releasing mods on Steam, which is and will continue to be the major hub for mods... I'll see how it works out at release.

If the mod has a standalone version, there shouldn't be any issues. However, if it only exists in Steam Workshop, yeah, you need Steam for the Steam Workshop version.
