Will HRE Ming be possible next patch?

By forming Qing as the HRE emperor and returning Beijing to Ming, Ming can be added to the HRE and inherited with Renovatio Imperii. The strategy has been possible for several patches and was recently demonstrated in a fast revoke HRE WC on Reddit, and later explained by an influential Youtuber.

I would like to ask Paradox's position on whether HRE Ming is considered the result of a working-as-designed feature that prevents the HRE emperor from leaving the empire, or whether it is considered a bug that will be patched. If the latter, and given that the prerequisites are to form Qing as the HRE emperor and to take 100 WS from Beijing, what priority would the fix take over other bugs and exploits that have been publicized on the forums since?

Dropping to Duchy rank when forming Qing as the HRE emperor. No other tag forming or capital moving decision has the same effect. Adding the capital to HRE does not drop the Emperor's government rank.

After Ming is added to the HRE their tributaries are considered part of the empire and cannot be declared on, yet they do not count as HRE princes and cannot be inherited. It would thus be impossible to annex or vassalize Ming's tributaries unless Ewiger Landfriede is repealed.

For future reference, the list of bugs, exploits, and both works as designed and non WAD behavior are:

1.) Being able to add Ming to the HRE through move capital decision as HRE emperor.
2.) Miscalculated CCR modifiers that add three months to coring time in India.
3.) Invincible rebels that prevent CN from coring.
4.) A missed decision that still drops govt. rank for HRE emperor to Duchy where the only fixes are to pass Renovati Imperii, become Tsardom, or take Mandate.*
5.) Not being able to declare on tributaries of HRE princes, which effectively sabotages an HRE WC.
6.) Miscalculated liberty desire and/or independence support that leads to small HRE vassals declaring independence when they have no chance of winning.

* #4. assumes that allowing the emperor to keep their govt. rank when adding capital is an intended buff to the HRE. If not, then this bug has been around since 1.20.

If 1 is to be changed without addressing 4 and 5, I would appreciate an explanation for the selection of fixes. It would also be helpful to know if 1 is the residue of a WAD mechanic and whether it is WAD also. In terms of damage and exposure, as in how likely the phenomena listed above are to affect user experience, I rank them roughly in the order of 2 > 3 > 6 > 4 = 1 > 5. If that is not PDX's philosophy for bugfixing then a brief explanation would also be appreciated.
