the first mass use of helicopters in a military role (i.e large enough to be portrayed in HOI- and especially HOI 4 which is better with lower numbers for vehicles like tanks) didn't come until vietnam with the Huey. and even then, it took a while command to realise that putting a bunch of M60s on a chopper does a lot better at ground support than an occasional pass by an F-4. afterwards specialized gunship variants of the huey and only then in 1967 did the first true attack helicopter appear in the AH-1 Cobra. 2 years later, soviets produced the infamous Mi-24 AKA the Hind.

needless to say, they won't be in vanilla.

helicopters werent in HoI III, they just were some bonus to manpower trickleback tho. There werent a actuall units.

HoI 2 did have them though! I remember when you upgraded your infantry to them, they became little helicopter symbol. Then again, I think HOI2 went up until 1964, because I remember there being events for the 1952 and 1960 presidential elections in the US. So it made more sense for that game I guess.

The game is set in 1936-1948 period. So no Air Cav for sure.

But it could be implemented in a mash up of HOI2 (DH version) and HOI3. What I mean is they can be researched, and then used as a attachment to other units. They were used as scout units on land and sea. Maybe a boost to recon units, air units attrition (so simulate the rescue role) and naval detection after the tech is researched?

But there is no need for helicopter units themselves as they were not used like that in the time frame of the game. So I think that a research or two in secret weapons tab should do just fine to simulate their role in the late war period.
