Nobody knows? Hm, perhaps I was not specific enough.
I'm playing as Venice and I got the "vassalize Roma" quest. I did vassalize it, and then I got the quest to integrate it.
Now, I know from my previous games that if Roma gets annexed I have a high chance to get the quest "Restore the Holy See" (as long as I remain Catholic, that is).

What I want to know is if forming Italy (thus moving my capital to Roma) would prevent this quest from triggering for other nations.
I'm really not in the mood fighting Castile, France and/or Austria.

As far as I know, there is nothing to prevent it... It doesnt mean however that they will dow you automatically, especially if youre allied to one or several of them. The papacy will just pop somewhere else... be aware that Italy did not form within the timeframe of the game, its just allowed for flavor purposes, hence this "downside" with the whole papacy business.

And also Italian NI's are not super interesting and rather generic (except the HRE one), compared to Venice in your case, or Tuscany, which are more focused on one play style. You could be better off holding on to the Venice tag. But well, if youre doing it just to form Italy, thats a different matter!

The (formed) Italian ideas are now among the best since 1.4.

It's available to any not-excommunicated Catholic nation with a capital in Europe and 30 du/mo income so long as Roma is not owned by the Papal State. Nothing you can do to stop them taking it.

What the hell. That's almost like a permanent CB on Italy. Its capital, no less. Thankfully owning the whole of Italy makes you very, very rich.

Perhaps they need an event for Italy (or any country that holds Italy) that offers to remove this permanent CB/event in exchange for dropping the base tax of roma by one or two.

Basically an event that says "The Papal States are offering to co-own Roma with you. This would remove any lingering animosity towards you by other Catholic states and your holding of Rome"

Wasn't Italy immune to troubles because of Rome due to them having an unique decision to form the Vatican City ? I have never played Italy but I am pretty sure something like that existed.
