Will EU4 be preloadable

Steam is always limiting my download speed, not my own internet connection (If my hard drive could handle it 2GB should only take 16 seconds on full speed). Sometimes I get a proper steam download speed (40Mb/s) but sometimes steam is giving only 200KB/s

Have you tried changing download servers to somewhere that is closer to you? Or slightly further away? Some are more busy than others, and some are just poor.

I've had to use one in Sweden, even though I live in Denmark - Often faster.
