After 5.1 came out, Paradox just forgot about EU3. There are no announcements for patches, expansions, or mentions of eu4.

Well, both CKII and AHD are at the door, I assume they're working their little Swedish, gnomish asses off to get those out before they can think about EU3 again
But still, Eu3 is one of the their most successfull games ever and i believe the largest sub-forums on the forums, i might be wrong about this, but there is alot in Eu3 that still need fixes but then again, which game is ever perfect?
Sure, they very probably have better things to do, but I (and I think more of their fans) would really like to have an update on what their plans are with the franchise. It could hardly take ten minutes to post a message on the forum.
They may not want to announce anything right now that might hurt sales of MMtG which, while not Paradox-developed, is still Paradox-published so they do want it to succeed. They may also want to see how that game is received and possibly include some similar features in the EU line.
I expect we'll either hear about a new EU expansion or EU4 sometime this year.

It would be nice with an update from the development as to what the plans might be, even if they do not come 100% to fruition.
I am sure EU4 is less than 2 years away. My guess would be x-mas 2013. If you think about it, they have made sequels to Victoria, CK, and HOI not so long ago. The only game that is really missing is EU. Also, if you notice the "upcoming games" forum list is slowly getting smaller and smaller.. and smaller, then BAM EU4.

I don´t think they know what their plans are. And even if they did know, they would definitely not announce anything at this point. They of course want all the focus to be on their new releases. If you are about to bring a new product to market you don´t make press releases about future products at the same time. It would be incredibly stupid to do so.
I hardly think announcing the start of the developing process for a game which will be released two years from now will hurt the sales of titles that come out now.

Do we know what the 2nd expansion team is working on (I know there's a V2 expansion due later this month)? Only working on next patch for HoI3:FTM?

My main issue is the announcement of the new Expansions/DLC module thing, I expect them to focus more on the next generation of Paradox titles and put less attention on those that have been done in the past with perhaps another expansion or two for Hoi3/V2.
However, they are coming to the end of developing AHD and CK2 (patching aside) so they might announce something it depends entirely. I am expecting something from the team to be announced at the convention this month but what that is who knows. I mean I think they did have Sengoku, CK2 and AHD in development at once so I expect they have been working on something else.

CK2 is a HUGE game that required an immense amount of work with the massive changes to the engine, and Paradox's development crew isn't that big. Just give it a bit, once it's out there will be a ton of resources freed up. Having a Victoria 2 expansion being made in house doesn't help matters.
It's getting closer to E3 every day, and we'll start getting information about the upcoming Paradox lineup soon enough. I fully expect them to either announce EU4 or another expansion as they've recently done a Victoria, HOI, and CK title. It's EU's turn again.

It is a fact that it hurts sales. Every company knows that. They don´t want websites and media to write about a game that will be out in two years. They want everyone to talk about the game that people will be able to buy in a few days.
Announcing EU IV to early would also hurt sales for EU III. Companies don´t tell you what they are planning because they are lazy or evil. When it comes to business timing is everything.

Certainly no expansion or EU4 for a long time yet for all the reasons above. I think they've pretty much taken the game engine as for as it can go and it's not just looking it's age (although the DW expansion helped) but it's feeling it's age in terms of gameplay particularly if you compare it to recent and upcomming titles. Europa Universalis 4...not the tidiest title in the world.. How about Europa Universalis: Judgement day?
Apparently they'll be working on a number of DLCs for CK2 for one thing. Personally, I'd like to see a EU:Rome 2 and an expansion for Sengoku along with a number of expansions for CK2. After that, they can start working on a new engine/EU4 or whatever.
Alternatively, I would love to see some new games set in 3 Kingdoms China, the Mongol Empire or the Dark Ages. (to bridge the time period between EU:Rome and Crusader Kings)

Considering that our "other" game - EU3 is known as "the gift that keeps on giving" around the office and has gotten no less than 4 expansions so far I'd have to say it's not a totally outlandish assumption.

If by new you mean throw away what we have and design one from scratch - I'd say it's very, very unlikely. Instead we constantly keep adding and refining the one we have. For CKII we have added/changed tons of code that new versions/expansions of our other games will be able to use.
