It takes a month to train militia division, so they'll have some - in November, right before they'll be defeated.

Uhm, after another world war Japan was evacuated and their home islands destroyed by polish engeneers "to end japanese threat once and for all", and the area became Sea of Japan. Please note that the entire page is totally humorous (Burkina Faso developed their first-and last- atom bomb by thousands of workers using pickaxes :) ).

I am not sure if Anders appears in 1940, but that is possible. Besides some ministers are gained only after some sliders are moved.

He might still get lucky and receive sudden change of government - it usually happens at some point.
 
Many of the good ministers (such as School of Mass Combat) are only available if my government becomes more leftist (Stalinst, Leninist, etc) which I won't be doing because I want to roleplay an anti-communist, anti bolshevik right-wing reactionary Piłsudski. The minister selection that Paradox has created is decidedly biased towards the real life timeline for Poland which became Communist after the Soviet victory over Germany.

I'm reluctant to mess with the db/ministers/ministers_pol.csv document TOO much...but I may make a few adjustments there to loosen up some of the restrictions somewhat. We'll see. In some ways, it's more fun to work within the constraints of the game rather than change everything and take away any challenge.

Here are a few guys that become available later I may use:

Minister of Armament: Bronislaw Regulski
available in 1941
Social Conservative
Infantry Proponent: 10% cost and time reduction for Infantry research

Minister of Security: Eugeniusz Kwiatkowski
available in: 1940
Social Conservative
Prince of Terror: 25% bonus to non-national IC yield. +5% Dissent.

Minister of Security: Waclaw Mohl
available in 1940
Paternal Autocrat
Compassionate Gentleman: 5% of non-national manpower added to regrowth. 5% bonus to non-national IC yield.

I did get a Sudden Change in Government event earlier (shown in THIS post on November 8) which I rejected because I know it was going to shift my government towards the left. It's not impossible to get the event again...but I'll likely still reject it because left is the direction it will take me. Hmm...perhaps this calls for a custom event :)

I had heard say that the ministers are hard-coded in the .EXE and the CSV files are for info only...

Actually he was centrist. Piłsudski fought for his entire life against the right-wing eNDecja i.e. the nationalists - the fight he won.
It is notable to recall the fact that the coup in 1926 was against the right-wing government and was supported by socialists and even the communists (in their history the event was known as the May Mistake).
Poland became more right-wing only during the internal struggle in the Pilsudskite camp - so after his death, especially when nationalist OZON replaced centrist BBWR to take some support from increasibly extremist eNDecja supporters. Still the local elections in 1939 were won by left-wing PPS.
Of course nobody atually liked the communists who barely managed to abandon claims to end the existence of independent Poland and were ignored by just about everyone. Even fascist ONR (banned by Piłsudski) was more popular than them.
Probably the slider settings for Poland recreate this situation quite well - about one move from democracy, especially with the Danzig or war which moves it more to the left too.

You're quite right. I appreciate your knowledge about this stuff...I'll admit it becomes confusing for me.

Naturally my timeline is a fantasy. Piłsudski IRL died in 1935, so his presence in the game at all is a giant stretch. My theory behind my drive toward right-wing extermism is a projection of the direction that pre-war Poland seemed to be heading. Polish propaganda, foreign policy, the nasty business with Czechoslovakia, the bravado against Hitler, the power trip ego of Smigly-Rydz (verging on cult of personality), presence of nationalist organizations, etc. Had Germany not defeated Poland so early in the war, I suspect Poland would have become more and more right wing...at least that's the basis of this AAR.
