Why wouldn´t this result in a personal union

Hi,

France has the same dynasty as me since more than 100 years, a 59year old queen and no heir. Still the tooltip is showing that there will be a random no heir instead of a personal union.
I have a diplomatic reputation of 3.46, 95 legitimacy and 89 prestige. Also my great power ranking is 5 times as high as theirs

Are they at war? You can't PU on monarch death if they are at war.

It's a good way to avoid getting PU'd if you have no heir, too.

Which they didn't use long enough. They and the Commonwealth are now in PU under me. Looks like I have a real chance to finally get my World Conquest

As a quick note, if that France shared your dynasty and had no heir (assuming you had an RM with them or could get one) you could have claimed their throne and then attacked for it.

Sounds like it all worked out well anyway, though.
