At any rate. I didn't work for a Toyota dealership, but I did work for a Nissan dealership.
So to answer your question. You would of course complain to the dealership and the manufacturer that they should not have replaced your brand-new factory parts with non-Toyota or used parts.
Toyota is not going to come to your house and put brand new parts in your car though. Their responsibility for the car ended when it got unloaded at the dealership. The car and any problems associated with it are now the dealership's problem. So to demand that they do something themselves will prove fruitless.
Instead, what Toyota can do is:
A. Stop delivering Toyotas to that dealership.
B. Tell the dealership to change its practices and try to resolve the problem.
Johan has apparently opted for Plan B. Whether Steam will cooperate or not remains to be seen.
