True, you can easily get a better AI, if you let the AI have all sorts of cheats (quick switches to optimized DPs at historical points).

Ok, you can control pirates & rebels (if you do that cheat) but you can't play as them (ie create a 'rebel county', start building more rebels, and start diplomacy with other powers) Quite often with the major powers, the events steer you down a certain path (Portugul to create colonial empire, etc) but they can be avoided. That's why I still like playing France - she gets the oppotunity to do whatever tactic you desire.

I remember. You can also control natives if they are in revolt using the same cheat as rebels & pirates.
