I didn't notice the fleet issue great find.
Neither did I....reason it took me a bit. What clued me in was a combination of two things. When the whole west coast (including Alaska & Hawai‘i) was taken from the US and the creation of Virginia as a nation. There's alot of fleet power in that combination.

Hmm I think the best thing to do would be to leave the US a good sized carrier fleet and transport fleet and maybe delete the rest or give it away.

I didn't want the new states to start off with too much so a player could build them up as he sees fit.
How about this:
We could assume that some of the new states either siezed or the crews defect to the new nations. Divy up some of the transports on the west coast to Alaska, Hawai‘i, California, & Oregon giving California & Oregon some BB, CA, CL since they are large enough to support them. Give Alaska/Hawai‘i one transport and one CL/DD.

As for the bulk of the fleet, US will still control the PHI, Wake island, and Guam (all with large naval bases). Rebase the Pacific fleet among these resources. As for the Alantic & Gulf fleets I have no ideas to offer you there since the only providences the US retains there are Colon, PR, and DC.

Also, we could have some of the states allly with the US, thus giving the fleets a base. My Kingdom of Hawai‘i does this in one of the three options when the event triggers (not in the Hawai‘i I made for your mode). Your choice.

Whatever naval combination and composition you come up with, just let me know and I'll code that in.

PS...Haven't checked this out but with the remaining providences (and puppeted Phillipines) I'm not sure the reduced size US could handle alot of ships.

If you are going to split the westcoast fleets up between the states I think it would make since to do the same with the Gulf Fleet and the Gulf States as well as the atlantic with eastern coast states.

Originally I was thinking of keeping New England with the rest of the US. I think if there would be a region that would remain allies it would be them. I think Pennsylvania if not allied should atleast not be agressive to the US as they could in a few months have a force that could easily take DC.

I think if you already have events for Hawai'i just leave it how you have it. I never really had so grand story for a broken up US, I just thought it would be intresting to see how the game would play out if the USA was a bunch of minor powers. I think giving the player the option to move it the direction he likes and not forcing a player into a situation is the best way to go about it. I did want at least one state to be communist and have others the options to go fascist. I was thinking since Utah is a very religious state that it would be good to maybe have Arizona be the communist that would create tension between the two.

The main problem I can see is balancing. IC is going to have to be given to certain states to make them playable. I can't make up my mind to give every state an equal amount of bonus IC through events (something like +6 for each). Or to give a little more to smaller states and a little less to those who are maybe to strong. Ohio is a force with Indiana and Louisville while Michigan and Tennessee especially are kind of struggling. Earlier I had tested out Florida (guess why) and several other states to see kind of how it would play. New York and Penn. had large armies very quickly, while I never had enough manpower as Florida to constantly make militia. Resources seem to be a big henderence to only Oregon and Carolina (at least from what I remember). Utah didn't have enough of anything and Texas was underpowered for what you would consider from Texas.

I think it would be alot of fun to play as Hawai'i if you gave them a little bit of IC as you could try and create an island empire of the pacific. Also to pretend to be Georgian would be great. I was just drink a shit load of beer and see where that took me.
