I was feeling frisky and changed Northumberland to a 'winter' province (NOT innacurate) and it kept going back to a non-winter province. Why?

Where are how are you changing it, exactly? Yoda's link is just telling you what value to use in province.csv, "5" would be the right one I would have thought.
well... winter isn't 365 days/year 
you have winter settings in a period of 1-4 months between october/november and february/march.
it also depends on how much you are northern and don't forget that not every year you'll have snow

There is only 360 days per year in EU2.
And I agree with AndrewT, 5 seems the most appropriate value.
@Harlow: modding EU2 requires some technical "skills". You have to edit province.csv in order to change this value.
