I want to play EU4 version 1.3, but the oldest possible to revert is 1.4.1. Why? I paid for the game, and I want to play version I want. Mainly because the AI can't properly use massive amount of features that came since release of the game.
Why we can't revert to 1.3?

Can't revert hotfixes, only patches. All versions that you see on the list are the latest hotfixes versions of their respective patches.
@EarlKonrad I'm not sure 1.4.1 is a hotfix for 1.3, though I will concede that is a very long time ago in this games history.
My guess is that they implemented the rollback feature somewhat later in EU IV life cycle and, for whatever reason, they decided -- or could only make it work -- to versions past Conquest of Paradise (actually, hold on, lemme look at the patch history; searched the patches 1.4 and 1.5 and did not find anything relating to play older versions, maybe they added this function later but I'm not sure when.).
Oh sorry, I read 1.30 not 1.3. I too doubt that 1.4.1 has anything to do with 1.3.

If you're reverting just for better AI (rather than nostalgia or something) then going to a patch before Art of War is overdoing it imo.
