Why was there no Baltic Unit Pack?

They're the poster boys (along with the Teutons), for the expansion. Why are they still sharing the fins culture pack? Wouldn't this have been the perfect excuse to sever them off so their unique culture can be more accurately represented? The expansion's Poster art even has them clad in their own gear.

Because they had a Finno-Ugric pack from an age and a half ago? Lithuania and the whole Baltic Coast uses that set.
