Paradox is really inconsistent with tags and releasables. They include countries that were only around outside of the time period (like Italy, Germany, Rome, Rum, Yuan, Malaya), along with some that are pure fantasy (Scandinavia, United HRE, Mann) but are completely and utterly opposed to the inclusion of other nations, like Belgium (which sorta existed during the time period).
The same could be applied to Lebanon if I'm not mistaken.
Agree. There is a lot of inconsistency with tags and dates too. For example, Catalonia is releasable in 1444 even though the first attempt to become independent (or, to be more accurate, to become a part of France) took place in 1640. You could argue that Catalonia was a princedom within the crown of Aragon in 1444 and therefore you should be able to release them but then, what about the Kingdom of Valencia? It had its own institutions too. Why isn't it playable? I think that Paradox should be more clear in that regard.

Italy and Germany existed as formal kingdoms since the middle ages. Given that the game does not simulate the implausibility of anyone conquering most of Germany or Italy between 1444 and 1821, it doesn't end up being very outlandish to have them as formable tags in the game.Paradox is really inconsistent with tags and releasables. There have also in this timeline been a number of separatists and local power holders with a varying degree of autonomy in these regions. Certainly it's not at all unrealistic for them to be able to become independent. At various times especially Arabian Iraq was basically ruled as its own country.
A country in EU4 is not a nation state. It's just a state, and in the early modern era those come in many forms and shapes and tend to get geographical names more often than not. Both Arabian Iraq and Syria are well established such regions with their own regional economies, major cities and local power holders and potentates.
They are no more or less artificial than many other states in the world.
