Why the hell do convoys "retreat" PAST enemy ships?

So apparently, when convoys retreat from a battle, they just continue on their way to their landing destination. I guess this makes if the only only ship the convoy is fighting is submarines, and the convoy decides to scatter. But in the context of a convoy that's been intercepted by multiple faster ships, how is it possible that they just walk past like its no big deal? And along with that, unless your entire main fleet out to intercept ~20 convoys, a few light ships or even a heavy ship wont be enough, some will get through.

Unrelated to this, I also think that the naval supremacy system should be removed, or at least the cap on required naval supremacy in order to naval invade. I cant lure out the enemy fleet with the threat of an invasion since the enemy navy will just stay in port, unable to actually stop any invasions but denying them all together because they're on strikeforce.

Previous HOI4 discussion reveals that you should conduct a port strike operation on the enemy fleet. Discussion indicated that 30% naval intelligence is also required. See HOI4 forum post 26649670.

Air superiority and mine coverage also contribute to supremacy. If your opponent has a truly "phantom" strike force that actually won't come out to play for any reason, then mine their home waters right under their nose. And as stated above, if you can at least contest air superiority over the land, then you can do port strikes. It's better if you can get outright superiority, though, else the bombers will get disrupted. Still, it seems as though the AI doesn't do split-offs for damaged ships, so you can actually paralyze their fleets, keeping them from actually being on mission and thus projecting naval superiority. I have a game going right now where I'm pretty sure this is what has happened. I have sufficient intel to see that they don't seem to have any task forces on mission, and I can see ships repairing in various ports. (Admittedly, they're damaged due to at-sea naval bombing rather than port strikes, but the outcome is similar enough.) I have the Sea of Japan itself pretty heavily mined by now.

If the enemy's strike force really is just sitting around, then they won't be doing anything to stop you from raiding their convoys. I'm not sure what the game context is here, but if the enemy has to be invaded over water and has a big fleet, we're probably talking about the UK or Japan. Both are dependent on resource imports and thus vulnerable to raiding.
