Well, that depends on the scenario. There is a load of different scenarios and one grand campaign (aptly called the Grand Campaign ), spanning the whole 300 years.

In the Grand Campaign, you can play Spain, France, England, Portugal, Turkey, Russia or Poland. If I had my wish, Sweden and Austria would also be included (I am still fuming over that).

However, you can literally play any nation in the world by hacking the scenario file (which I hear is very simple to do). Greven's Papal game was such an edited Grand Campaign.

I have noticed that nobody seems to be playing the game in the post-1700 era.

why is an AAR missing for anything besides Turkey and the European countries? Can we simply not play them or what?

You can play them if you tweak the scenario files. But I believe they are so technologically challenged and poor that it would not be very meaningful.

Furthermore, this is, above all, a game about Europe. That is the reason it is called Europa Universalis.
