Why so few steel(iron) in the Balkan and Turkey region?

Hi all, after playing several Balkan nations and Turkey I noticed that there are really few steels available in there. (but tons of less useful resources) And I have to spend a lots of CIV to import them. Is that historical correct? I thought iron is a very common resources even at that period and is located anywhere. (though I know nothing about iron/steel extraction) Any thought?

Turkey and the Balkans (except for Greece) did not produce commercial levels of iron ore and steel in 1936.

The original game design rule was to base the distribution of resources based on real world 1936 production values.

The game designers who design countries have been deviating from that game design rule in recent editions of HoI4 and are more "creative" in giving resources to their nations and deviate from the historical records.
