Why should pastures give a levy bonus, while fields don't

Well, I would say that you get less people from fields, for a very specific reason, which is you starve if your peasants are not tending the fields, from cultivating, sowing, weeding, to all different stages of harvesting, while you can literally use children to tend to the cattle which grazes on its own...

Also fields need to be protected more as they can´t be moved to the fort when the enemies come to ransack your domain and loot and burn everything they get their hands on. While you might get more peasants from fields, you need those peasants to be breaking their backs througout the year tending to the fields to even survive, on the other hand you can quite freely take people of from herding their cattle and either have elderly and kids herd them of move them to a safe location near to a fort for safe keeping while you raid the enemies fields.

Apart from steppe nomads however there were very few purely pastoral food production based societies at the time the main stay of food being some kind of grain or other crop, with cattle herding done on more remote, harder to cultivate/poorer lands. However cattle did provide manure for the fields so at least on the higher levels they should have a small boost to crop fields production on the county due to this factor.

First now I saw the "landtype" has a level. Can it be the level 2 fields provide levies as well as tax while this portion is not added to when upgrading a pastural land?(Will buildings I assume?)

Just saw in the Money video the max level of Farms & Fields. It does not provide levies. But it does increase reinforcement rate of levies as well as other things.

Yes, but they could have differentiated them in many other ways, or even by tweaking the number so that farms would give less levies than pastures.

But as it is it feels very arbitrary and gamey...
Okay so if feilds give population growth bonuses that leads to more levies over time. livestock is very valuable and a huge source of protein and and doesn't require such labor intensive care but would require some army men to guard the live stock. So one gives you an immediate bonus to how many levies you can feild and the other gives you a smaller long term levy growth bonus, by increasing population growth.
