Why no annexation of Nationalist Spain or France?

I've controlled all of France's VP's for a while now (a year or so) but got the last of them after Vichy. I invaded Spain (I'm playing Germany in vanilla 1.06) with help from Italy. Italy captured one VP province on its own and helped take Madrid. My armies took the rest of the vp provinces, and they are all German territory. I can't annex Spain, but ITALY does it? The option to annex them never pops up on the diplomacy screen. I've saved and reloaded three or four times, nothing. Anyone know what's up with that?

You have checked the prov ledger five times or so to ensure that every vp point prov is yours right?

Who controls the capital? U must control the capital to annex.

When Italy helped to take the Madrid, they probable took the capital. The country that captures it can annex the country.
During the Vichy event the Free French capital is relocated to Guyana (sp?, halfway between Venezuela and Brazil). Capitals relocated during events, must also be captured to be able to annex. Other examples are the Netherlands and Belgium, but since these are moved to provinces with victorypoints they are easy to find.

Like J.J.E. said are you sure that you have ALL the VP provinces. I recall that both Spain and France have some in Africa in addition to those annoying French provinces in East Asia and South America.

Spains VPs are all on the Iberian peninsula, you don't need to get any colonies to take Spain.

France and Portugal you have to get its colonies.
