Why my AI is not colonizing built habitats?

I just invaded an AI empire, and find a dozen built but uncolonized habitats in its systems. Its a driven assimilator ai, and I don't have a clue, why its wastes thousands of alloys for habitats and do nothing with them?
All the green planets on the first pic are habitats or gaias (my species has gaia preference) which I find in this single war, against that single ai.

The other thing is, the unbidden arrived a century ago and it basicly did nothing. Expanded for a quarter of the galaxy and then stopped. I have zero pressure to do anything with them, I hoped they kill other empires so all species extermination will be easier.

Its an admiral level ai with scaling and no advanced start.

The Vanilla AI is almost entirely broken so you are better off either waiting for a patch (and hoping PDX can actually fix it) or using the mentioned Glavius AI mod. Either the 2.2.2 version if you are using 2.2.2, or rolling test version if you are on the beta.

Another wonderful time, when fleets with full superranged weapons (120+) with artillery AI-s goes into melle, while enemy is even locked in close combat with corvette fleet... but no artillery fleet HAS to go into melee range, while it should say at 80. (130 in my opinion)

i recommend you use the Glavius's Ultimate AI for 2.2.2 mod. the vanilla ai is pretty broken.

you can also switch over to the experimental 2.2.3 and he has a mod for that too. 2.2.3 fixes a few serious bugs.

I had the exact same problem as the OP in a playthrough a week or so ago, and I was using Glavius' mod!

The AI not colonizing habitats is vanilla issue if I remember right. Glavius has "fixed" it in recent versions by making sure AI does not pick up Voidborne so they can't build habitats and waste resources on them

Habitats in my vanilla game were colonized by AI... But they seem to spam habitats before they do. I conquered a system with 3 of 4 habitats colonized with about 6-8 pops each.
Seems to be an issue with the priroties about how to spend influence maybe?

it has been my experience that gran strategy games tend to have a fatal flaw in that the more complicated they are, the worse the AI is. AI for chess is amazing, coding an AI for Risk isn´t that hard, but a game like this? You kinda have to cheat to level the playing field and give them more resources.

I find that after a point some AI nations stop colonizing anything and randomly just stops doing anything. Sometimes reloading solves the issue, but sometimes there's that single planet empire in 2450 that has 8 habitable worlds on it's territory.

Luckily I could continue the game, the random crash is just occisianly happens.
New problam. Annoying. Why I can't attack the dimensional portal? Its there, I am there, I confirming attack, and nothing happens. :-(

Because the 2.2 AI sucks even worse than the 2.1 AI at presenting the illusion of at least minimal competence. The last time that illusion was maintained was in 1.9, and even then only barely.
