Seems to me the easiest way would be to just put the project on the Capital World of the race doing the modifying. That way there's never a problem, no need to vary the location. Frankly that's the way I thought it worked.I never understood why the project is on the homeworld in the first place. Why wouldn't be on the planet that is being modified. I know that it would be a pain if your do multiple planets with the same modification, but it would make more since.
