Why must we control a Home-world to modify a Species?

This seems like a ridiculous thing, why must I control the Home-world of a species I want to modify? If I control one or more planets that a species other than my own is on, and can even colonize new worlds with them because they are part of my empire. Then why Can't I modify that species with out also having to control their Home-world?

If I'm only wanting to modify the part of the species that is in my empire, and not the entire Species as a whole I shouldn't realistically need control of their Home-world right?

Not sure what you mean. If you have even 1 alien pop on one of your worlds, then you can freely modify that particular pop.

You actually can't if they are a species that originated from another empire. Not with out having Open Borders access to that other Empire's Home-world (usually the original Capital World) which often also then requires having Control of the Empire's Home-world.

I remember modifying a pop that migrated to me some time back (by which time I had cancelled the agreement and enslaved it). It then became a new species of 1 pop.

That doesn't Sound like Genetic Modification of the Species, which is what I'm talking about. The Genetic Modification feature you research and unlock in the game, and if you are talking about that it sounds like you lucked out with a bug. You are forced by the game to have to have Open Borders access to the Original Home-world of the species for it to work. Far to often it then also forced you to actually have to have taken over that world before your allowed to Genetically Modify the species.

Yes you can. You can modify pops that have immigrated to your Empire without needing to own their homeworld. I know because I've removed repugnant and added conformist to emigre populations, and that was in a game I was pacifist and never fought any wars.

That species belongs to a fanatic purifier empire with which I have no treaties (and who still own their own homeworld). All I have is that one pop slave, the rest I've purged.

That must be only with Immigrated species then, because the species I'm dealing with is Two different species on worlds that I conquered and the game refuses to allow me to modify them. It Tells me I have to have Open Borders access to the Home-world in the other Empire. Then after 10 years time passed and I finally was able to get open Borders with that Empire again it still refused to let me because I did not control the Home-world.

So Why then I have to ask can you guys modify them when they Migrate, but if I conquer a world and want to modify the species I can't no matter what I do with out Conquering their home-world as well?

Hence why I say the game wont let me do this with Conquered world's and their alien species.

Are you remembering to manually begin the the special project? Mine only fails when I forget to actually begin the process, there's a timer that runs out if you don't start within a couple days.

Are you remembering to manually begin the the special project? Mine only fails when I forget to actually begin the process, there's a timer that runs out if you don't start within a couple days.

Yes I am remembering to do so, and the message tells me the reasons why it isn't working has to do with not having Open Borders (to the Home-world). Even when i do have Open Borders access.

Clearly there's some set of situations where is isn't working.

Can you take a screen-shot of the denial message?

I'll try to do so at the next opportunity.

Sure thing as said with reply to Crissa.

Only issue is needing time to do so, I just started the game again on a new hard drive (had replace my old one) and the save I brought over from Steam Cloud is from a earlier time in the game's play through. Soon as I get back to having unlocked Gene Tailoring for the modification I'll show you what's going on with a screen shot. Given I've had the issue through multiple play throughs I don't see recreating it to be a issue though to get a screen shot.

I should Note that yes I can get the Special Project started through the window/menu Velorian has taken screen shots. However, the project ALWAYS FAILS because I don't have control of the necessary Home-worlds for the species I want to modify. I get a message saying that it's failed every time I try. Hence why I say the game wont let me do this with Conquered world's and their alien species.

I've experienced this issue before too. In my current game (started on Heinlein) I was unable to gene mod one of the species in my empire until one of my federation allies claimed their capital in a war. Unfortunately I don't have any saves from that far back in the game anymore.
