In my game I noticed that Ming was quite willing to give me, (a superpowered all conquering ottoman empire), tributary status.
Though they never offered it themselves yet.

if you are bordering them (I think you dont?) they will ask it...

I am not bordering them directly, yet.

You're strong enough to beat them up and balkanize them. It's time to show that there's room for only one empire of the far east!
Yes, I can take them anytime now. I am making claims in Mong-Yang for this.

judging from the picture that empire is russoblob
What is russoblob? Do you mean Russia. Yes they are good in this game and have made presence till Samarkand and I am allied to them.

That's quite normal. China did things like this a lot in history. Do you know that in 1900, Qing Empire declared war with 11 great powers at same time?
Technically Britain was once a tributary state of the Qing, their first trade mission even kowtowed to the emperor.

Wasn't that a misunderstanding?

Well the British insisted that they're just bringing gifts, but the Chinese saw them as a tribute like any other.

probably a preventive measure from the AI. With your size and probable high development (total) as soon as you get a border with them, you can easily generate negative monthly mandate for Ming just for not being a tributary.
And we all know what will happen when they lose the mandate of heavens :D

I had this happen as well recently, as Japan. Although in my case, they only started with their tributary nonsense the minute I grabbed a korean province that bordered them directly. Funny thing was that they first declared war to make me tributary - about a week after I got that province - and only after I won that war (I even got war reparations from them), they thought to ask nicely if I want to be their tributary. I found that rather amusing. :)

Luckily I am able to hold them off almost indefinitely - while they waste time and deplete their manpower on sieging my several korean fortresses, I sink anything of theirs that dares to leave port, and periodically distract them with random hit&run sieges on Beijing or other coastal forts. That causes them to abandon their sieges and rush their army stacks back, thus giving more time for their war exhaustion to tick up, and their manpower to tick down.

Well the British insisted that they're just bringing gifts, but the Chinese saw them as a tribute like any other.
Which is kind of funny since the Chinese emperor had been giving gifts to the northern nomads for centuries insisting it wasn't tribute. Granted the qing emperor was one of these northern nomads or well their descendant so...
