In hoi4 timeline all Croatian population of Zadar was expeled from city at that time and it was already FOB for invasion. I dont get it why it isnt Italian core.

I can't comment on its accuracy, though I've seen no reason to doubt it on this, but the Italian Wiki mentions (auto-translated):
