Is this possible for a war to not end when you have occupied all of the enemy space and destroyed all their ships or is it more likely I've somehow missed something somewhere?

Sounds a bit odd - do they have allies? They may be propping up the combined war exhaustion.
/facepalm I'm an idiot. I forgot they had allies. They've done nothing to assist them so I guess it was easy to forget them. Thanks!
