I'd like to see most of Indonesia and the Philippines surrounded by inland sea. Galley warfare was very common in the region, and it'd give nations there more of a chance against European fleets with heavy ships.
Why isn't the sea around malacca/siam considered inland sea?

Probably because they haven't thought about it. Plenty of coastal areas around the world where galleys would've been effective.
