Why isn't Ming losing Mandate for non-tributaries?

I'm playing as Japan and want to challenge Ming. So I took some neighbouring provinces from Korea, hoping to hit the Mandate. The eu4wiki.com states that Ming should lose:

-0.3 per 100 development of neighboring non-tributaries (not counting the provinces that are oversea for Emperor of China).

I'm not sure if that counts all my provinces, or only state provinces, only the state provinces that are connected to Ming by land, or only the provinces neighbouring Ming. Even so, there are three Korean provinces with a total of 55 development, with 20 directly bordering Ming:

So the Ming loss of Mandate should be about -0.15 (if counting 55 development), or at least -0.06 (if counting the only the single bordering province). However, the loss is merely -0.02:

For the sake of testing, I've increased the development and even moved my capital to this area. As you can see, this changed nothing. So either I don't understand the Mandate mechanic, or something strange is going on. Could anyone explain?
