Tributary overlords treat their CTAs as they would with allies.

Only, an overlord can loathe its subject if, you know, it's been eating a bunch of land and causing AE. An ally would just break the relationship, but your overlord will instead refuse CTAs. It's why you have to keep your good relations with Papa Ming.
