Why isn't it giving me the "bearer of artillery" achievement?

I am pretty sure if you don't start the game being eligible then you have to start a new game.

That event should fire regardless of granting achievements, though.
In my case I waited for about two weeks after all conditions were met.

However, as Meglok implied, for the achievement you have to start over without that DLC enabled.

Good to know. I have been meaning to give this achievement a go for awhile now.

This is my dog Wojtek ,who will be helping me. She will be forced to dress like this until I gain this achievement.

I'd wait longer than two weeks for the event to fire. I had to actually march all the way down to Rome before it fired for me, which was a giant slog. Did you somehow get the soviets/russian into your faction or a puppet?
As others say it could very well be the anniversary DLC, when you click the trophy in the top right is it showing the achievements?
