"Why is Iraq constructing biplanes (INT-2) in 1942? "
They now have two squadrons of those "flying kites" having managed only 1 upgrade in the past 6 years.

In 1.11 it is researching Int1940 in early 1942 and has 2 Int1937. So that is tad better, but not much better because it is limited by research capabilities.

Yes, I understand about a tiny country's limits. And the problem is not its research capability. In fact, Iraq has done better than Siam who - AFAIK - never upgrade their 2 units of model 1 aircraft. And this new finding (of mine) regarding Iraq is not comparable to the situation of Bulgaria who also builds many obsolete aircraft because it does - eventually - upgrade them. And while I use 1.07, it is not even because of version differences.

RATHER, the "Why is" is all about "why is Iraq even building any obsolete aircraft in 1942?" It is seems to me it is a file/dev thing that this tiny nation is so wasting its effort to attain what it never will in any meaningful way. They would be much better off building something it has hopes for being near current - such as a DD, or a SS if in alliance and given blueprints, or just INF if that will be Iraq's only ability to be competitive.

I think one needs to look at Siam and its excellent building program of modern INF, MTN, GAR and brigades (and all upgrading reasonably well for a small country) AND Siam not wasting its limited abilities on its useless INT-1 and TAC-1 which it started game with. Perhaps in the correctness of Siam's file coding lies the key to seeing the wrongness of Iraq's file coding? That is the "Why Is?" best I can surmise. :)

It may well be sensible to let Iraq not build up an airforce. Those nations with less than 2 tech slots are not suited well for it.

Of course! But you seem to be missing (or ignoring) my point. I compared Siam and Iraq to find a solution. They make extremely good comparison as both have 1 tech slot, and both start with some Model 1 aircraft. But Iraq not only upgrades its totally useless aircraft, but builds more totally useless aircraft (biplanes in 1942).

However, Siam forgets about its totally useless aircraft, and never wastes any tech time or IC advancing a lost cause.

Now, I suggested that the difference between the proper performance of Siam and improper performance of Iraq is probably a small file code. And that should get its proper acknowledgement of the fact; and DEV consideration because the overall total performance difference between Iraq and Siam is like black and white. :)
