You have two colonists, you get two leaders. They each get a promotion. This isn't a difficult concept to wrap your head around. Why does a worker take the leader slot leaving an unemployed colonist? I know there are a dozen work-arounds, but sometimes you just don't need specialist buildings on resource planets. You can get along just fine with over 40% stability on your farming/mining/generator colonies using merely the amenities your leaders provide.
I also know that "special logic" sections of code are not elegant software design, but it can't possibly be that hard to determine when the first capital upgrade finished and to upgrade colonists to leaders and not workers.
