Why is this not EU Rome 2?

It's also probably to avoid confusion with the EU DLC.

Look at the way Europa Universalis DLC are named. They're generally EU : <name>. If the game was EU : Rome 2, that'd potentially confuse people.

Having it as a new IP solves that issue, as DLC for the game can now be things like Imperator : Veni Vedi Vici for a war and conquest DLC, or Imperator : Alea Iacta Est for a civil war DLC.

Or Imperator: <other region>, for a DLC adding bookmarks for Alexandrian, Persian, or other empires rise.

What's really bizarre is the Civ series has Civilization IV: Colonization, which does not require Civ4 to run. I have to wonder how many people passed up that game because they thought it was an expansion and they didn't own Civ4.

I've got civ4, but I got bored of it and decided not to get any more expansions.

I didn't even look into it.

That could have been marketed as something like "Colonisation, a Civilisation game" if they wanted to keep market recognition.

I think even at the time when EU : Rome was an active game, the devs expressed the regret of having called it EU because it had not much to do with the EU franchise.

But I think they initially linked it to EU because at the time Paradox was not a very well known company, so the only way for Rome 1 to be somewhat successful was to call it like their most successful franchise so the general public would realize it's made by the same people.

Now things are very different and Paradox has much more notoriety, so Rome 2 can afford to be its own thing.
