Is it because they are isolationists. Their fleet power is superior to mine but they are inferior economically. Having said that they have not expanded their borders at all

Unless they're xenophobe isolationists, in which case you shouldn't build in the systems adjoining their territory.
Or if they're the spiritualist faction, with designated gaia holy-worlds. They will ignore you unless you colonize one of their holy world gaias.

Even then, they'll come out to beat you up, but I don't recall them expanding their borders. The cassis belli they get humiliates you/forces you to lose assets, but doesn't grant territory.

Fallen Empires don't do much of anything until the mid game year passes (typically 2400). Before then a few can give quests and you might get a minor reward out of them.

Xenophobe Isolationists don't do anything unless you own a system one hyperlane jump from them.
Spiritualists don't like it when you colonize their Holy Worlds, which all are gaia planets with a unique name.

You are free to declare war on them at any time as usual, but they start with a massive fleet and every technology plus 10 levels of every repeatable technology, so it generally isn't feasible unless you know what you are doing.

Awakened Empires will pick on neighbors who are pathetic compared to them, or have crossed them in some way, for subjugation demand. IIRC xenophobes stop getting pissy about putting systems on their borders when they awaken.

Awakened Empires are just all kinds of screwy since 2.0. I think something's wrong with their aggression values. And, as others have said, Awakened Xenophobes no longer care about borders, the same way Awakened Spiritualists no longer care about you touching their precious holy worlds.

Well i guess they are broken. I declared war and they could have defeated based on raw fleet power me but due to broken? AI fleet behaviour did not consolidate their fleets so i cracked all their worlds.
