Why is there no technology trading in Stellaris?

Ok let me be clear. This is a great game and I love it for many reasons, like the multiplayer function works very well and I enjoy playing this game. There is one thing I think it's missing for sure, and that is the fact that it doesn't have any technology trading feature between civilizations. I don't mean for, or want all the tech to be tradable, but the stuff everyone can get their hands on should be. I would like an explanation as to why, as this is a bit of a draw back for the game as a whole. I would also like to know if tech trading will be added to the game later in an update.

If you played the older civ games, you will under stand. Its easily exploited by the player to get huge jumps ahead of the ai. I like the lets be friends and help each other research a lot more.

It's a nightmare to balance, effectively. See, primary issue is that in a straight tech swap, there's no downside. Nothing is lost, but something is gained. Theoretically it's bad because you are opponents trying to outdo each other, but in practice that tends to not matter. If you don't trade you'd be massively behind those that do, so everyone tends to. Worse if you're allied, because then why not? Kind of defeats the purpose of having separate research anyway.

I think there is some small justification, logically, to why you cannot just sell techs realistically.

So, there are two civilizations, close trusted allies. Obviously both parties want each other to be up to snuff with technology. Civilization A gives a snazzy piece of tech to Civilization B. Simple as that, right?

Now Civilization B asks for how the technology works, so that they may use it and reproduce it. It takes a few days to teach the first guy. Then the first guy must teach the next guy, and son on until the entire civilization is educated on how this new tech works. Then they need to learn how to reproduce it, since they don't want to have to rely on buying the equipment from Civ. A. That takes time, and that's where the research agreement comes into play. It physically impossible to "sell" technology as depicted in video games like Endless Legend, even between the most trusted, strongest bonded allies. It takes time, time depicted by the tech research counter.

Ok I know it could be hard to balance but it could just be an option for the galaxy. It could be like Distant Worlds in this respect. But in universe it would work as the tech trade would include the notes to work and reproduce it. I did play the early games of civ by the way and tech trading wasn't that problematic as I would the tech I wanted anyways, even if they didn't give it to me. You could make it balanced in that it's much harder to get or impossible to get certain techs by setting each race with a certain tech trees per each one, then you could be getting a crappy tech and they get a great tech, and making it a blind trade so you don't know what your getting.

When I wipe out FEs, I cede all planets but one, which I liberate. I vassalize this guy and make research agreements (I have to include 2 strategic resources) for 30 years at a time.

Just abit of a shower thought I had, but why not have only certain trades be able to be traded and just assign a value to it that scales with how advanced te nation you're trying to trade it to is. If they're a few techs away from it, you might not be able to trade alot for it, if they're far behind in that area or just in general, you could have them pay alot. And by trading techs I mean you pay some resources for it instead of tech for tech. I guess that would be easier to balance?
And by certain techs I mean some major and important ones, not "Better lasers IV" or similar ones. Just the rare ones and maybe the very expensive.
I don't know where the issue in the AI is, if they simply can't understand that they are specialized on this so trading for that thing we won't be using is pretty useless, or if it's that the AI can't understand the value of techs?
