It's game patch 1.22, we've been through countless rearranging of cultures, "new" cultures such as Slovakian were recently added and just new the debate is raging about what do to with infamous Turkish culture. Still no word on adding Slovenian as a culture and so I reasoned that this wall of text might help push this issue a bit more toward the front.
There were plenty of arguments through the history of the game against adding such a small and "irrelevant" (more on that later) culture, but let me try to debunk at least some of the major ones right here:
It will be converted immediately as it is not in it's owner culture group. This might have held true in earlier versions of the game, but since 1.18 (released bout a year ago) Austria can simply start with the culture accepted.
Aren't Slovenians basically north Croatians? No! Now you might see this as just a nationalist speaking, but Croatian and Serbian culture are way more similar than Croatian and Slovenian. It was actually through the Yugoslavian are that this unity of cultures was actively promoted and so it had its influences on Slovenian language and culture. According to some historians Slovenes are actually for the most part West Slavs with Avars cutting the line between them and today's Slovak territories. Be it true of not, being under German rule had an impact on culture, making it even more unique.
There are more important things to do. This I could agree if we weren't regularly shipped free country ideas for small/non-existent nations, culture additions, province changes... I don't believe adding a new culture and it's corresponding nation would take that much time and research, and even if it would such a inaccuracy for a game called Europa Universalis is simply unacceptable after 4 years of game's release.
There is no primary culture nation for Slovenians. Actually there are two possible candidates. First I would mention Carantania, while a long dead nation it ceased to exist around the time Nitra (Slovak primary) did. "March of" Carniola was a German title representing the region as it served as Holy Roman Empire border for a time. While German it could still be used as local prices try to gain legitimacy.
Counts/Princes of Cilli - Celjski grofje/knezi
This is a bit of extra, pointing our at almost outrageous simplification of Austrian matters in the years around 1444 and pointing out that one presumably Slovenian dynasty actually had some importance in history. In game the situation is merely represented by second start date having Austria and Styria, with Styria the emperor and an event which gives Habsburg heir on Hungarian throne. The situation, as usual, was way more complex than that. And it heavily involved Princes of Cilli.
Counts of Cilli's were made princes as a reward for when Count Hermann II of Cilli saved the life of King Sigismund of Hungary, and later becoming emperor in the future, elevating them in 1436 (Painting of princes). Over time they acquired numerous castles and feuds in Krain and Croatia (LINK) and for a time served as Croatian Bans. Marriages even provided them with a claim on Kingdom of Bosnia. However their most important actions were related to Habsburgs and Ladislaus the Posthumous (WIKI LINK), on whom Ulrich II of Celje held a significant influence. After the death of John Hunyadi he also acquired the regency of Hungarian lands, the deed for which he was most likely murdered by the other Hunyadi. And due to the inheritance agreement with the Habsburgs, stating if one of the dynasties was left without a male heir, lands would be inherited by the other, the Princes of Cilli became history.
