Why is there no reduction in the cost of ideas for innovation?

like humanism. Or, rather than humanism, I think it's an ideology that deserves an idea bonus.
Even the events are focused on 'technology' and the ideas don't stand out.
It might have the effect of reinforcing other ideas.

I think it's to sweeten the deal for the "running on fumes" blobbers who non stop use mercs and recycle loans. I wish it actually were more related to administration.

Other than core-cost reduction from the 2nd idea, I always thought the rest of admin ideas were literally just filler because that one idea was strong enough on its own already.
