Why is the PU Hungary mission not firing?

I'm pretty sure I fulfill all the requirements, but no matter how many times I refresh the missions, I never get the mission to PU Hungary, and instead I get generic missions. Am I missing something? It's way past 1500, Hungary is my neighbor, neither of us is a subject, Hungary is not the Emperor, and I definitely have more provinces.
