Why is the price on steam false?

I am missing Vic2 heart of darkness to play MP with a friend of mine. I noticed it was on sale on steam (75% seemed nice).

Was about to buy it, but my friend said there was no way 75% was 6,24Euro. We checked something called SteamDB, and it seems the full price hasn't been 25Euro, but 20.

So it is actually only 66% off.

That is very misleading, isn't it? Is this an accidental error?

One word: Moms...

To the non Danes I am talking about VAT; steam prices are including VAT which is 25% in Denmark and according to EU laws you need to pay the VAT in the country you are sitting in as opposed to the country the internet store is located in. It is to prevent stores placing themselves in low VAT areas.
And 20€ + 25% VAT is 25€.
My guess is that steamDB doesn't include VAT.
