It's just there because of the need to give generic national ideas a broad focus. Which, in one way, is good, and in another way, is bad.

Personally, I think it ought to be 10%, but that's just me. I'm sure Paradox will get around to giving all those Eastern and African Minors an idea group of their own at some point (like German/Italian minors.)

There's nothing wrong with a broad focus, but the #'s are off. These minors wouldn't perform well with any consistency whatsoever even if you gave them ideas on par with the top-tier ones, just due to their starting positions and crap tech (for example Ethiopia gets 10% discipline and Songhai has great ideas; those are two real AI runaways right there /sarcasm). So why make the generic ideas so comically, universally bad across the board? Even if their scattershot bonuses were decent, they'd still be below average due to a lack of focus, but they're straight-up awful.
