Why is Silistra(159) a bulgarian province necessary to form Romania but Tulca(4706) isn't?

Why is Silistra(159), a bulgarian province, necessary to form Romania but Tulca(4706), a province that currently belongs to Romania, isn't?

It is weird for me because, when you form Romania, the borders aren't actually a good thing to look at, that's basically it.

Requires a war with Ottomans either way and its probably one of those situations where yes Tulca is more prominently Romanian in population but Sistra still has a sizeable populations so still a fair option. You could argue that it shouldn't require Transylvania for historical reason but in EU I think there's acouple requirements from there.

You need to control Iraq in order to form the Roman Empire. That tells you all you need to know about the logic behind some formation decisions.
They did change to a similar model with the German Tags for emperor and some missions for the tags in the area which just require X amount in areas/regions which was much better. Probably too late in the games cycle to go tag by tag and change 8 years of status quo.

Thought rome just require Anatolia and some provs in that direction like Cairo. Iraq was peak Roman empire under Trajan though was short lived so maybe makes sense to 'restore the empire' meaning its max

Yeah, I love what they did with the new German tags in Emperor. I think that should be the new standard moving forward. Yes, surprisingly unless they changed it since I last did a Mare Nostrum run, forming Rome requires you to own every single province in the Masriq region, including Iraq, down to the Gulf. It’s not even about forming the empire at its height, either, since you’re not required to own all of England or the North African coast.

Think there's an option in settings to turn end tags off (might affect ironman). Its mainly there just so you don't have someone form Spain, Britain for tons of PUs, perm claims or admin efficency from missions. Also blocks the classic Ottoman into Georgia into Byzantium or the even better Minghul strat to basically have all of China and India by 1550 with Mughal government.

Pretty sure the reason it's Silistra and not Tolcu is that Tolcu is a new province that was split from Silistra pretty recently and nobody thought to update the 'form Romania' decision.
