I started as USSR with 0/190/178.
After taking and annexing Estonia, Latvia, and Lithuania my IC shrunk to 0/138/180. I even pick up some oil land in Persia.
I didn't conceded any territories.

Why is my IC shrinking?

Dissent, lack of resources, negative modifiers, any could be the reason. Hover your mouse over the IC breakdown (the 0/138/180 numbers) and it will give you a complete breakdown of all the factors effecting your IC. As Russia, I doubt you have resources shortages, so my best guess is that you have racked up a ton of dissent (probably from your DoW's of the Baltics).

My dissent is 52.61in the green. I always thought in the green was good.
Partisan effect -93.6
What's the best way to lower dissent? Allocate more towards consumer goods?
And partisan effect. Put more soldiers in those territories w/ mpa attached?
what does dow stand for?

A Dissent higher than ZERO requires immediate action. A Dissent of over 50% is grotesque.

Put ALL of your production (that is not required for supplying your forces) into surplus Consumer Goods, and keep it there until your Dissent reaches zero. Should take nearly a year.

Normally my dissent is at 0-1 or 2. I just always thought being in the green was a positive thing. Wow I couldn't figure out what was going on.

Being in the green is good, yes... but all it means in this case is that your Dissent isn't increasing day-by-day. 52% is still WAY too much.

I assume that you got all that Dissent by declaring several wars on small neighbours while your Interventionism slider was not maxed-out. This costs several points of Dissent per DoW (Declaration of War).

Wars like that are not profitable... why loose 15 or so of your own ICs to internal Dissent in order to conquer Afganistan (whose 5 ICs count as captured and are only worth 1 IC to you)? Where is the profit in that?

'Partisan Effect' should be 'dissent effect.' Actual partisans in occupied territories are lowered with units on anti-partisan duty, usually GAR-MP. They affect TC, not IC.

You should also be aware that 'dissent level' has a negative effect on ALL combat. If you have any fighting going on, bring up the battle in the window, pause the game, then have a look at the modifiers on your attack/def effectiveness. That level of dissent would be pretty spectacular!!
